European Commission Issues DSA Article 28 Guidelines: Banning Streaks and Addictive Loops for Minors

The European Commission adopted its official enforcement guidelines pursuant to Article 28 of the Digital Services Act (DSA), establishing stringent youth protection standards across all online platforms accessible to minors within the European single market.

A centerpiece of the regulatory framework is the aggressive restriction of manipulative 'persuasive design' architectures. The Commission explicitly targeted 'streak' mechanics—popularized by platforms like Snapchat—which exploit loss aversion by compelling daily consecutive check-ins. The guidelines mandate that such gamified engagement loops, alongside invasive push alerts, must be disabled for underage users.

Additionally, the document demands rigorous age assurance methodologies, default high-privacy profiles, strict commercial marketing boundaries, and algorithmic transparency that eliminates addictive recommendation traps in favor of chronological delivery.

European regulators reiterated that digital products must respect adolescent neurodevelopment, prohibiting engagement-maximization mechanics that treat youth attention spans as commercial commodities.

Limitra directly counters persuasive application architecture: Limitra App Block introduces impenetrable session lockouts that sever addictive infinite scroll feeds, while Limitra Social channels human connection into authentic mutual discipline rather than gamified streaks.
